Ellevation's Parent Letters help you generate federally compliant notification letters for one student or many at once, with each letter translated into the student's Home Language. This keeps families informed about their student's English language program placement in a clear, compliant format.

Using the Report & Parent Letter Gallery, you can generate custom Parent Letters that include the specific data types you want to share about each student in a clean, concise PDF.

Ellevation Predefined Parent Letter Templates (by State)

Ellevation's Parent Letters experience includes predefined Parent Letter Templates that you can generate as-is. You can also customize these predefined templates to create your own versions, which you can save, share across your district, and reuse. By default, all Parent Letter Templates include student information from defined time periods:

  • Data other than test scores is from the current school year, based on the School Year Start and End dates in your district's Ellevation Account Settings.
  • The ELP Tests section contains the three most recent ELP Test results stored in Ellevation (any ELP Test Types, including those defined by Ellevation and custom Test Types).
  • The Standardized Tests section contains all Standardized Test results stored in Ellevation from all time.

CA IFEP Parent Notification Letter

  • Sent to families to notify them that their student does not qualify to receive EL services.
  • Can be sent after the student has taken the Initial ELPAC, and no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who received an Overall Level of 3 on the Initial ELPAC.

CA Initial Parent Notification Letter

  • Sent to families to notify them that their student qualifies to receive EL services.
  • Can be sent after the student has taken the Initial ELPAC, and no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who received an Overall Level of 1 or 2 on the Initial ELPAC.

Annual Alternate English Language Proficiency Assessments for California (ELPAC)

  • Sent to families of students with an Individualized Education Program (IEP) to notify them that their student continues to qualify to receive EL services.
  • Can be sent no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who did not meet the criteria for reclassification.
  • EL students with the most significant cognitive disabilities will take the Summative Alternate ELPAC every year until they are reclassified as fluent English proficient.

Initial Alternate English Language Proficiency Assessments for California (ELPAC) Parent Notification Letter

  • Sent to families to notify them that their student qualifies to receive EL services.
  • Can be sent after the student has taken the Initial Alternate ELPAC, and no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who received an Overall Level of 1 or 2 on the Initial ELPAC.

Parent Notification Letter - Program Continuation

  • Sent to families to notify them that their student continues to qualify to receive ML services.
  • Can be sent no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who have been identified as NEP (Not English Proficient) or LEP (Limited English Proficient) based on the WIDA ACCESS 2.0 and Body of Evidence.

Parent Notification Letter - Initial Placement

  • Sent to families to notify them that their student qualifies to receive ML services.
  • Can be sent no later than 30 days after the beginning of the school year. Throughout the remainder of the school year, determination must happen within two weeks of the student's enrollment.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who have been identified as NEP (Not English Proficient) or LEP (Limited English Proficient) based on the WIDA Screener or WIDA Screener for Kindergarten and Body of Evidence.

Notification of Not Qualifying for English Language Program

  • Sent to families to notify them that their student does not qualify to receive ML services.
  • Can be sent no later than 30 days after the beginning of the school year. Throughout the remainder of the school year, determination must happen within two weeks of the student's enrollment.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who have been identified as PHLOTE (Primary Home Language Other than English) based on the WIDA Screener or WIDA Screener for Kindergarten and Body of Evidence.

Notification of English Language Program Exit

  • Sent to families to notify them that their student qualifies to exit from the ML program based on the results of their WIDA ACCESS assessment and Body of Evidence.
  • Also notifies families that their student will continue to be monitored for two years following their exit from the ML program.

GA Notification of Initial English Learner Eligibility and Placement in ESOL Program

  • Sent to families to notify them that their student qualifies to be served in the ESOL program.
  • Sent when the student is initially identified after their score on the WIDA Screener or WIDA Alternate Screener determines that they should be placed in the ESOL program.

GA Notification of Continuing English Learner Eligibility and Placement in ESOL Program

  • Sent to families to notify them that their student continues to meet the eligibility criteria and qualifies to be served in the ESOL program.

  • Notifies families of enrollment or program placement for PreK EL students.

  • Notifies families of enrollment or program placement for EL students within 1–3 years of service.

Notice to Exit Prior to the Three Years (Transition)

  • Notifies families of program exit for EL students within their first 3 years of service. These students are eligible to receive services for up to three years. Students receiving this letter will transition from their current program to general education classes.

Notice to Exit Prior to the Three Years (Continuation)

  • Notifies families of program exit for EL students within their first 3 years of service. These students will continue receiving services for up to three years.

Exit Notice After Three Years

  • Notifies families of program exit for EL students who are past 3 years of service. These students will transition from their current program to general education classes.

Exit Language Support Notice/Dual Language Program

  • Notifies families of EL students enrolled in a Dual Language program that they have achieved a 4.8 composite level on the ACCESS exam. These students will continue to be enrolled in their dual language program.

Notification of English Language Program Continuation

  • Notifies families of continuation of services for EL students.

Notification of Initial English Language Program Placement

  • Notifies families of enrollment or program placement for EL students.

Notification of English Language Program Exit

Notification of Continuing Placement in English for Speakers of Other Languages (ESOL) Program

  • Sent to families annually for continuing MLs who participate in English language development programs, including MLs for whom services have been refused.

Notification of Initial Placement in English for Speakers of Other Languages (ESOL) Program

  • Sent to families to notify them that their student qualifies to receive ML services.

Notification of Not Qualifying for English Language Program

  • Sent to families to notify them that their student has not met the criteria to qualify for ML services.

Notification of English Language Program Exit

  • Sent to families to notify them that their student has met the exit criteria to be considered Former English Learner (FEL) and will no longer receive ML services.

Notification of Opt-Out of the English Language Program

  • Sent to families of students they would like to opt out of MLL services.
  • Only sent upon request from an MLL student's family; this opts the student out of receiving MLL services for that specific academic year but does not exempt them from taking the annual ACCESS assessment. The option to opt out of services must never be suggested to families per state regulations.
  • If a family wishes to continue to have their MLL student opted out of services for the following school year(s), they must complete and sign this letter annually.

Notification of English Language Program Continuation

  • Sent to families to notify them that their student continues to qualify to receive MLL services.
  • Can be sent no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who have not yet met the exit criteria for the ACCESS assessment (scored less than a 3.9 on Literacy and/or less than a 4.2 Overall).

Notification of Initial English Language Program Placement

  • Sent to families to notify them that their student qualifies to receive MLL services.
  • Can be sent no later than 30 days after the beginning of the school year.
  • Sent to families of students whose home language was indicated to be a language other than English on the Home Language Survey and who have scored less than a 4.5 Overall and/or less than a 4.5 Literacy on the WIDA Screener.

Notification of English Language Program Exit

  • Sent to families to notify them that their student has met the exit criteria to be considered Former English Learner (FEL) and will no longer receive MLL services.
  • Can be sent no later than 30 days after the beginning of the school year.
  • Sent to families of students who earned at least a 4.2 Overall and 3.9 Literacy on the annual ACCESS assessment and thus met the criteria to exit the MLL program.

Notification of Not Qualifying for English Language Program

  • Sent to families to notify them that their student has not met the criteria to qualify for MLL services.
  • Can be sent no later than 30 days after the beginning of the school year.

South Carolina

South Carolina Waiver of Multilingual Learner Services

  • Used if a family requests a waiver after receiving the appropriate parent notification letter. A waiver must never be suggested to the family, as all MLs should receive services to meet their needs. However, families must be made aware of their right to waive services (but not the annual ELP assessment) through the parent notification letter. Waivers are only valid for the school year they are signed in and must be completed annually by the family if services are being waived.

South Carolina Parent Notification of Reclassification to Fourth-Year Monitoring Status

  • Used when MLs have met South Carolina's reclassification/proficiency (exit) criteria and are in their second through fourth year of monitored status.

South Carolina Parent Notification of Reclassification to Third-Year Monitoring Status

  • Used when MLs have met South Carolina's reclassification/proficiency (exit) criteria and are in their second through fourth year of monitored status.

South Carolina Parent Notification of Reclassification to Second-Year Monitoring Status

  • Used when MLs have met South Carolina's reclassification/proficiency (exit) criteria and are in their second through fourth year of monitored status.

South Carolina Readmittance to Multilingual Learner Services After Signing Waiver

  • Used if a family would like to readmit the student back into the MLP after already signing a waiver for the school year. This form is NOT to be used as readmittance into the program for any other reason besides the one mentioned. A form for any other purpose is in development, and a district form may be used in the interim.

South Carolina Parent Notification of Non-Qualifying for Multilingual Learner Program Notification

  • Used when potential MLs, students whose HLS indicates a language other than English for any of the three questions embedded in Section II of the ES, are initially screened for ELP but do not qualify for the MLP. This means they met the screening proficiency (exit) criteria and will not be placed in the MLP.

South Carolina Parent Notification of Reclassification to First-Year Monitoring Status

  • Used when MLs have met South Carolina's reclassification/proficiency (exit) criteria on the annual ELP assessment. The student is reclassified to an M1 and is monitored for four consecutive years.

Notification of Placement in ML Program

  • Used when potential multilingual learners (MLs), whose Home Language Survey (HLS) indicates a language other than English for any of the three questions embedded in Section II of the Enrollment Survey (ES), are initially screened for English language proficiency (ELP) and qualify for the MLP. The ML is then placed into the MLP.

Notification of Continuation for ML Program

  • Used when MLs are already identified in the MLP. The PN - Form C signifies that the student is continuing in the MLP and has not yet met the reclassification/proficiency (exit) criteria in South Carolina.

Texas

TEA Standardized Letter: Denial of Services (ESL) - Updated June 2025

  • Used when families of an EB do not wish for the student to be served in an ESL (English as a Second Language) program.

TEA Standardized Letter: Denial of Services (Bilingual) - Updated June 2025

  • Used when families of an EB do not wish for the student to be served in a TBE (Transitional Bilingual Program) or DLI (Dual Language Immersion) program.

TEA Standardized Letter: Notification of Reclassification (Parent Denials)

  • Used when EBs with parent denial of services have met the reclassification criteria. Parent approval is required for exit from the program.

TEA Standardized Letter: Notification of Identification/Placement (ESL)

TEA Standardized Letter: Notification of Identification/Placement (DLI)

  • Used when a student, whose Home Language Survey (HLS) indicates a language other than English for any language, is initially screened for English language proficiency (ELP) and qualifies as an EB, and the LPAC has recommended that the student be placed in a DLI (Dual Language Immersion) program. Parent approval is required to place them in a program.

TEA Non-Standardized Letter: Notification of Student Progress (Monitors)

  • Used to update families on the progress of a student who has reclassified from EB services and is currently being monitored for progress.

TEA Non-Standardized Letter: Notification of Student Progress (Parent Denials)

  • Used to update families on the progress of a student who was not served in a language program prior to reclassification due to parent denial of services but is currently being monitored for progress.

Tested, Did not Qualify

  • Used to inform families that a student, whose Home Language Survey (HLS) indicates a language other than English for any language, is initially screened for English language proficiency (ELP) and does not qualify for services.

TEA Non-Standardized Letter: Notification of Student Progress (BE)

  • Used to update families on the annual progress of a student who continues to be served in a Bilingual program.

TEA Non-Standardized Letter: Notification of Student Progress (ESL)

  • Used to update families on the annual progress of a student who continues to be served in an ESL (English as a Second Language) program.

Parent Letter Translations

Ellevation's Parent Letters can be automatically translated into dozens of languages, based primarily on the Home Language information on the student's Profile in Ellevation.

If the student's Home Language field is blank or does not have a supported Ellevation translation, the letter is translated into the student's Native Language. If the student's Home Language is English, the letter remains in English regardless of the Native Language. If both fields are blank or lack supported translations, the letter remains in English. Parent Letters saved to a student's profile are automatically translated into the supported Home or Native language; if there is no supported translation, the letter is saved to the profile in English.

Most content in Parent Letters is translated into the supported Home (or Native) Language. However, some content remains in English: any text that can be manually entered or edited in Ellevation. For example:

  • Custom Text Fields added as a section in custom Parent Letter templates.
  • All content entered into editable fields in the Demographics tab in Student Profiles (e.g., Basic Information, EL Information, Key Attributes).
    • All non-customized field names will be translated, but the information in the response field will not. For example, with the field Gender and a response of Female: Gender would be translated while Female displays in English.
  • Customizable labels, names, or copy sourced from various settings and configuration pages in Ellevation, including:
    • The Labels, Custom Fields, Designations, Tests, and Custom Lists tabs on the Account Settings page.
    • The Exit Criteria fields on the Reports & Parent Letters Configuration page.

These translations come from professional translators to ensure they can be understood by families.

In addition to English, all of Ellevation's Parent Letters can be automatically translated into the following languages:
